WCAG 2.2 AA at a glance
WCAG 2.2 is organised around four principles — POUR. Every success criterion maps to one of them. Here are the key criteria your site must satisfy at Level AA.
Perceivable
Information and UI components must be presentable to users in ways they can perceive.
- 1.1.1 Non-text Content — all images have meaningful alt text
- 1.3.1 Info and Relationships — structure conveyed via markup
- 1.4.3 Contrast (Minimum) — 4.5:1 ratio for normal text
Operable
UI components and navigation must be operable by all users, including keyboard-only.
- 2.1.1 Keyboard — all functionality available via keyboard
- 2.4.3 Focus Order — focus moves in a logical sequence
- 2.5.8 Target Size (Minimum) — interactive targets at least 24×24 px
Understandable
Information and UI operation must be understandable by all users.
- 3.1.1 Language of Page — page language is programmatically set
- 3.2.2 On Input — no unexpected context changes on interaction
- 3.3.2 Labels or Instructions — form inputs have clear labels
Robust
Content must be robust enough to be interpreted reliably by a wide variety of user agents.
- 4.1.1 Parsing — HTML is valid and well-formed
- 4.1.2 Name, Role, Value — ARIA attributes are correct and complete
- 4.1.3 Status Messages — status changes are announced to screen readers
European Accessibility Act — enforcement already active
The EAA required member states to transpose accessibility obligations into national law by 28 June 2025. If your business operates in the EU market — whether you are based in Europe or not — and you sell digital products or services, you are in scope.
Who it applies to
Any business selling digital products or services in the EU — including e-commerce, banking, transport, telecoms, and media.
Penalties
Member states set their own fines. Germany and France have signalled penalties up to €100,000 per violation plus injunctions and reputational damage.
Standard required
WCAG 2.1 AA is the minimum. WCAG 2.2 AA is the current version and the recommended target for new audits.

Automated rules catch the majority of common WCAG failures. Manual testing is still required for cognitive and motor accessibility edge cases.
Accessibility alone is not compliance
We scanned Deque Systems — the company that makes axe, the most widely used accessibility testing tool in the world. They scored 16/16 on WCAG accessibility checks.
But the same scan found they failed 4 of 11 cookie consent rules and 3 of 14 security header rules. An organisation whose entire business is accessibility was not fully compliant when viewed across the broader regulatory landscape.
